While attending a "Junior Day" at the University of Washington in 2013, Coach Teeter had the opportunity to ask Coach Sarkisian if it is necessary to pay money to recruiting services. In short, his answer is "no". The main thing is to have a quality highlight film that you can get to college Coaches for them to evaluate you. Secondly, attending camps at schools of interest where their staff can put eyes on you is also important. At Lakewood, Coach Teeter will put together highlight films and mail them to schools for the recruits, so there is little that the recruit needs to do, other than perform on the field, and in the classroom, especially in the CORE classes that the NCAA uses to evaluate eligibility.
